Government taskforce report highlights sharp rise in UK dog bite hospital admissions

A Defra-commissioned taskforce report found hospital admissions for dog bites in England rose 77% between 2010-11 and 2024-25, and set out 20 recommendations on data collection, enforcement and education.

The Responsible Dog Ownership taskforce, commissioned by Defra, has published a report setting out 20 recommendations aimed at reducing dog attacks and improving public safety around dogs in England. The report notes that dog ownership has grown to around 30% of UK adults, roughly 11.1 million dogs, while hospital admissions linked to dog bites rose by 77% between 2010-11 and 2024-25. The taskforce pointed to behavioural problems, often linked to insufficient socialisation and gaps in owner knowledge, as a recurring factor.

Rather than proposing breed-specific restrictions, the report favours a collaborative, multi-agency approach. Its recommendations include establishing statutory recording duties so incidents are tracked consistently across enforcement bodies, creating a centralised dog control database, and better data-sharing between health services and local authorities. It also calls for clearer, more accessible guidance for enforcement agencies, wider promotion of preventative schemes such as the LEAD initiative, and exploration of standards for professional dog walkers and for dog trainers and behaviourists, a sector that currently has no statutory oversight in the UK.

For dog owners and breeders, the report's emphasis on early socialisation, consistent data and accessible education is likely to shape how future guidance and any regulatory changes are framed. Defra has already indicated it will set out further steps on responsible dog ownership in due course, so the practical detail of how these recommendations are taken forward remains to be confirmed.
