Ontario Approves Ban on Cosmetic Ear Cropping and Dog Debarking from 2027

Ontario has approved a regulation banning non-medical ear cropping, dog devocalisation and cat declawing from 1 January 2027, making it the last Canadian province to prohibit the procedures.

In Canada, the province of Ontario has approved a new regulation banning non-medical ear cropping and devocalisation (debarking) surgery in dogs, along with declawing in cats, from 1 January 2027. The Ontario Veterinary Medical Association, which had campaigned for the change for more than a decade, says the move brings Ontario into line with every other Canadian province and territory, making the country free of routine feline declawing. Vets will still be able to carry out the procedures where medically necessary, for example to treat an injury or disease, but performing them purely for cosmetic reasons or convenience will no longer be permitted.

Ear cropping, which surgically shortens a dog's ear flap, often to meet certain show or breed standards, and devocalisation, which alters the vocal folds to reduce barking, have both drawn long-standing criticism from veterinary bodies for causing pain with no health benefit to the animal. Welfare organisations have broadly welcomed the change, though some have pointed out that tail docking and dewclaw removal were left out of the new rules, and continue to press the province to look at those practices as well.

With the ban due to take effect at the start of 2027, Ontario's government has been consulting breeders, vets and welfare groups this autumn on the record-keeping requirements that will accompany it, giving the sector time to prepare before the rules apply. For dog breeders and owners outside Canada, the change is a useful reminder that cosmetic surgical procedures once considered routine in parts of the breeding and show world are increasingly being phased out as veterinary and welfare consensus shifts towards procedures that serve the animal's health rather than its appearance alone.
